Equal allocation
For power P and N candidates: base weight = floor(P/N); remainder = P mod N. Remainder units go to the lowest-address candidates in sorted canonical order. All allocations sum to P exactly. Demo identifiers stand in for addresses.
Changing your ballot
Selections can change until a round closes. Previous allocations must be removed before applying the new allocations. Candidate lists are frozen for each round and finalized results are immutable.
Selecting winners
One to five candidates are all included. Otherwise the top five win, ties resolved by ascending address. Budgets use winning votes only. With no valid votes, use the lowest-address five eligible candidates with equal allocation and canonical remainder distribution.
